Supervises: Community Liaison Officers (CLOs) About the Role

The Organisation is seeking to engage Relationship Officers (ROs) to provide oversight and supervisory support to Community Liaison Officers (CLOs) working within assigned Local Government Areas (LGAs) in Kaduna State and Nasarawa State. The Relationship Officer will serve as the primary link between the Organisation, CLOs, and Mechanisation Service Provider (MSP) cooperatives, ensuring that project activities are effectively coordinated, CLOs are adequately supported and supervised, and cooperative groups are strengthened, mobilised, and held accountable to project standards.

Duties and Responsibilities

The duties and responsibilities of the consultant shall include, but are not limited to:


Supervision and Support of CLOs:

Provide direct supervision and technical oversight to Community Liaison Officers within the assigned cluster of LGAs. Review and consolidate CLOs' bi-weekly progress reports on cooperative activities into cluster/LGA-level reports. Support the mobilisation and strengthening of Mechanisation Service Provider cooperative groups alongside CLOs. Build the capacity of CLOs and guide providing technical support to MSP cooperatives.


Technical and Field Support:

Support CLOs and cooperatives with farmer and client recruitment. Support activities that improve productivity, including equipment and tool demonstration days and client outreach programmes. Support cooperatives to aggregate and fulfil demand across the assigned LGAs. Support the Communications team in identifying potential impact and success stories.


Data Management:

Provide oversight of real-time data support to the MERL Unit using approved data collection tools and platforms. Ensure CLOs and MSP cooperatives adequately capture services rendered to farmers using the organisation's designated data management platforms. Review data submitted by CLOs and cooperatives for accuracy, completeness, and consistency.


Partnership and Collaboration:

Serve as the interface between the Organisation and MSP cooperatives in reporting events, activities, and relevant developments. Respond promptly to alerts from CLOs regarding asset faults or damage and coordinate timely support to affected cooperatives. Collaborate with MSP cooperatives to ensure mechanisation equipment is safe, secure, and efficiently maintained. Liaise with relevant stakeholders and local authorities within the assigned LGAs to support effective project implementation.


Capacity Building:

Strengthen MSP group dynamics and governance structures to enhance group stability. Support and, where necessary, conduct refresher training on relevant software applications and digital tools for CLOs and cooperatives. Provide ongoing coaching and guidance to CLOs to improve their effectiveness in the field.


Loan Recovery and Financial Monitoring:

Ensure all income generated by cooperatives within the assigned cluster is paid into the designated cooperative accounts. Ensure all agreed sums allocated for loan recovery are paid into the Organisation's designated account. Monitor data shared by CLOs and cooperatives to ensure financial records are accurately maintained, with income and expenses properly documented. Ensure cooperatives adhere to their agreed payment plans. Monitor assets, including labour-saving devices and tractors, across the assigned LGAs to ensure proper utilization, maintenance, and accountability.

Required Qualifications

Minimum of a Higher National Diploma (HND) or Bachelor's Degree (BSc) in Agriculture, Agricultural Engineering, Cooperative Management, Rural Development, Social Sciences, or related fields. Minimum of 3 years of relevant work experience, preferably in agriculture, youth programming, cooperative development, or development projects. Prior supervisory or team-lead experience is an advantage. Familiarity with cooperative group strengthening approaches. Must reside within the assigned LGA/cluster and be willing to travel extensively within assigned communities. Must be fluent in Hausa or the local dialect spoken within the assigned LGAs. Proficiency in operating an Android device and familiarity with digital data collection tools.

Preferred Skills and Abilities

Demonstrated experience supervising field staff or community-level teams. Experience working with youth groups or cooperatives. Basic understanding of small-scale agricultural mechanisation. Experience in community mobilisation and stakeholder engagement. Strong report-writing, data review, and analytical skills. Strong communication, interpersonal, and leadership skills. Ability to speak Hausa or the relevant local language is an added advantage.
