Industry: Steel Manufacturing | Mining & Resources | Energy (Power & Renewables) Role Purpose

The Group Head, Foreign Procurement & Strategic Sourcing leads the Group’s international sourcing, supplier strategy, import procurement, and high-value contract negotiations across steel, mining, and energy subsidiaries. The role ensures the Group obtains critical raw materials, equipment, spare parts, consumables, and technical services at the right quality, cost, lead time, and commercial terms. It is responsible for reducing supply risk, improving supplier performance, managing foreign-currency exposure in procurement decisions, and delivering measurable savings without compromising operational continuity.


Key Responsibilities
Strategic Sourcing & Category Management:

Develop and implement Group-wide foreign procurement and strategic sourcing strategies. Lead sourcing for high-value and critical categories including steel inputs, mining equipment, power-plant spares, machinery, CAPEX equipment, fuel-related materials, and technical services. Conduct spend analysis, supplier-market research, cost benchmarking, and category plans. Standardize specifications and consolidate demand across subsidiaries to improve purchasing leverage.


International Supplier Management:

Identify, evaluate, onboard, and manage international suppliers, manufacturers, OEMs, and service providers. Lead supplier due diligence covering technical capability, financial strength, quality standards, ethical practices, and delivery capacity. Establish supplier-performance scorecards covering quality, price, lead time, responsiveness, and compliance. Build alternative supplier options for critical items to reduce dependency and supply disruption.

Negotiation, Contracts & Commercial Value:

Lead commercial negotiations for major international procurement contracts, framework agreements, and long-term supply arrangements. Negotiate pricing, payment terms, warranties, delivery schedules, liquidated damages, performance guarantees, and escalation clauses. Partner with Legal to review contracts and manage commercial risks. Deliver validated cost savings, cost avoidance, and improved payment or credit terms.

Import Procurement, Logistics & Expediting:

Oversee the end-to-end foreign procurement cycle: requisition, RFQ/RFP, supplier selection, purchase order, shipment, clearing, delivery, and close-out. Work with freight forwarders, clearing agents, insurers, banks, and logistics providers to ensure timely importation. Monitor shipment status, documentation, Incoterms, customs requirements, and delivery risks. Escalate and resolve delays that may affect production, projects, shutdowns, or maintenance activities.


Procurement Governance & Risk Management:

Ensure compliance with Group procurement policies, delegated authority limits, competitive-bidding requirements, and ethical standards. Maintain transparent documentation for supplier selection, negotiations, approvals, and contract awards. Identify procurement risks including foreign-exchange volatility, supply disruption, counterfeit materials, supplier failure, and import delays. Support Internal Audit and ensure timely closure of procurement audit findings.


Team Leadership & Stakeholder Management:

Lead and develop the Group foreign procurement and sourcing team. Work closely with subsidiary operations, engineering, maintenance, finance, and stores teams to align procurement plans with operational needs. Present procurement performance, savings, risks, and sourcing priorities to Group Executive Management. Build a high-performance procurement culture focused on value, integrity, speed, and operational continuity.

Procurement savings and cost avoidance achieved Reduction in procurement cycle time and emergency purchases On-time delivery of imported critical materials and equipment Supplier quality, delivery, and responsiveness scores Reduction in supply disruptions and production-impacting stock-outs Improvement in payment terms, credit facilities, and contract value Compliance with procurement policies and audit requirements Percentage of critical categories with approved alternative suppliers Accuracy and timeliness of procurement reporting

Qualifications & Experience


Educational Requirements:

Bachelor’s Degree in Supply Chain Management, Purchasing, Engineering, Business Administration, Finance, or a related field. MBA or Master’s degree is an advantage.


Professional Certifications:

CIPS, CPSM, ISM, CIPSMN, or equivalent procurement certification is strongly preferred. Project-management, contract-management, or supply-chain certifications are an advantage.


Experience Requirements:

Must have 12–15 years of procurement, sourcing, supply chain, or commercial experience. At least 5 years in a senior strategic sourcing, foreign procurement, category  management, or procurement leadership role. Experience within steel, mining, energy, oil and gas, manufacturing, engineering, or other asset-heavy industries is required. Proven record of  managing international suppliers, import procurement, high-value contracts, and complex commercial negotiations. Strong knowledge of Incoterms, international trade documentation, customs processes, freight forwarding, and foreign procurement risk. Proficiency in ERP systems such as SAP, Oracle, Microsoft Dynamics, or similar platforms.
