The Project Finance Manager bears the overall responsibility for financial contributions to a project. This role encompasses financial support across the entire Technical, Economics, Commercial, Organisational & Political (TECOP) spectrum, with sole accountability for the accuracy of all project financial data. The manager is tasked with interpreting and communicating financial insights to facilitate value and risk-based decision-making. As the guardian of the overall Governance and performance framework, the PFM provides guidance, counsel, and constructive criticism aimed at achieving value & Top Quartile delivery throughout the project's lifecycle. This position takes the lead in finance matters for the project, ensuring comprehensive integration of all financial aspects. The PFM oversees the risk-based financial and business control framework, along with all mandatory finance processes & standards, implementing an early warning system for all finance disciplines. Additionally, the role actively promotes continuous improvement in finance functions, facilitates knowledge sharing, and drives ongoing ESSA, from implementing standardization opportunities to identifying cost reduction strategies.

Job Specifics

Governance, Risk and Assurance (Primary Responsibility)


Develop and maintain a robust risk-based internal control and response framework while fostering an ethical culture.
Guarantee Finance's full adherence to Oilserv Controls Framework, including Manual of Authorities (MoA) and Project Control Procedures (PCPs)
Consolidate project-specific risk management tools and pertinent external factors in venture risk & opportunity management
Confirm the establishment of a risk-based project assurance plan.
Orchestrate and execute internal, stock and contractor financial stability audits
Provide input for audit plans and oversee agreed financial audit activities
Promote full utilization of enabling ERP strategies, standard systems, and business improvement through ERP usage


Planning, Target Setting, & Budgeting (Primary Responsibility)


Responsible for coordinating business planning (strategic & operational), target-setting, and budgeting processes
Ensure financial integrity and critical evaluation of strategic & commercial sensitivities
Validate costs and budget assumptions
Maintain ownership of all cost data, ensuring correct cost classification and use of current expenditure profiles


Performance Management and Appraisal (commitments, actuals, Latest Estimate) (Primary Responsibility)


Take charge of the project LE & spearhead the performance appraisal review and associated communications
Ensure quality assurance of performance management, budget monitoring & appraisal processes
Guarantee accuracy and quality of Project Delivery Reporting
Maintain ongoing focus on value delivery and KPIs (benchmarking/TQ initiatives)
Collaborate with CP on RtP process, including contract commitments & budget controls
Uphold compliance with the contingency & allowance release process
Secure finance representation on Management of Change and Contingency & Budget release Panel
Implement process for and ensure full compliance with costs recovery guidelines and KPI's
Oversee finance support and approval of all internal and external reporting prior to dissemination
Advocate for costs management and actively support PM in cultivating a cost-focused organisation. Ensure realized cost savings are transparent and secured


Commercial (Support Role)


Offer timely critique and assistance for commercial strategies in a competitive context and pursue appropriate project/ venture responses
Demonstrate thorough understanding of and adherence to agreements
Act as Finance representative (support & liaison) in project commercial discussions


Economics (Support Role)


Verify the quality of finance, supply/demand & commercial assumptions to enable objective evaluation of opportunities.
Confirm that risks and opportunities are accurately reflected in project economics


Supply Chain Management (Support Role)


Provide prompt financial support for the development and assessment of supply chain strategies
Offer comprehensive support on all financial aspects of contract and counterparty management throughout the contracting cycle, including validation of third party spend savings
Deliver finance support to all CP and preside over project contract board
Participate in claims committee, and assist with management of insurance claims


Accounting (Primary Responsibility)


Secure reliable inputs for project and financial accounting for Group and fiscal purposes, including capital and fixed asset accounting and accurate recording of commitments, claims and value of work done (VOWD)
Ensure project (financial) results are correctly and promptly recorded & reported in ERP system
Oversee timely and accurate completion of monthly and quarterly financial reporting processes


Treasury / Cash management/Insurance (Primary Responsibility)


Implement Oilserv Treasury guidelines and establish project hedging and insurance strategy
Optimize and safeguard shareholder value through expert management of monetary assets (cash, investments), payment policies, liabilities (loans), guarantees, dividend policy and FX exposure
Facilitate timely flow of funds between Oilserv and its project partners


Functional Integration (Primary Responsibility)


Foster optimal collaboration and integration of Oilserv Group functions & disciplines to maximize value and cash for the Oilserv Group: Risk & Insurance, Tax (Taxation & Corporate Structure), Legal, Finance operations


HR (Primary Responsibility)


Establish a suitable finance organisation (aligned with Finance Projects guidelines) and ensure compliance with HR processes
Provide mentorship, coaching, and development for the next generation of Project Finance leaders
