Location: Port Harcourt, Rivers  Description

We are recruiting experienced professionals who are passionate about excellence, technology, quality, customer experience and building efficient healthcare systems from the ground up. The HR / Administrative Manager will establish and manage the human resources and administrative systems of the diagnostic centre, ensuring that the facility attracts, develops, retains and manages competent personnel while maintaining an efficient and professional work environment.


Responsibilities
Key responsibilities include:

Develop and implement HR policies, procedures and systems appropriate for a medical diagnostic centre. Manage the complete employee lifecycle, including manpower planning, recruitment, onboarding, confirmation, performance management, promotion, discipline and exit processes. Develop and maintain the organisation'spayroll and personnel cost structure, working closely with Finance to ensure accurate salary processing and statutory deductions. Prepare and maintain staff schedules, duty rosters, leave schedules and manpower deployment plans. Monitor attendance, punctuality, overtime, shift arrangements and staff utilisation. Track required staff training, competency assessments, certifications, licences and continuing professional development. Establish a structured training needs analysis and competency management system. Maintain accurate and confidential employee records and HR documentation. Ensure that professional licences and mandatory staff credentials are monitored and renewed on time. Support management in workforce planning as the laboratory expands its services. Develop and implement performance indicators and appraisal systems for different categories of staff. Manage employee relations, grievances, disciplinary processes and workplace conflict resolution. Keep management informed about applicable employment policies and current workplace requirements affecting healthcare workers. Coordinate staff welfare programmes, HMO administration, pension documentation and other employee benefits. Work with management to develop appropriate organisational structures, job descriptions and reporting lines. Manage administrative logistics including office supplies, facility support services, transport coordination, staff welfare logistics, meetings and general administrative operations. Coordinate vendors and service providers supporting non-clinical operations. Maintain administrative records, contracts, licences, permits and facility-related documentation. Support internal audits, regulatory inspections and quality management activities. Work with the Quality Manager/Management Representative to ensure HR-related requirements of ISO 15189:2022 are effectively implemented.

Qualification

Bachelor's Degree in Human Resources, Personnel Management, Industrial Relationsor a related discipline. 5 years' cognate experience in HR, preferably within healthcare, hospitals, medical laboratories or other regulated environments. Demonstrable experience managing talent and developing HR systems. Experience developing payroll expenses and staff work schedules. Experience working with Finance on statutory deductions and payroll compliance. Experience tracking staff training and competency assessments. Knowledge of recent workplace policies and requirements affecting healthcare workers. CIPM, HRCI or SHRM certification is mandatory. Experience in a medical diagnostic laboratory and knowledge of ISO 15189:2022 requirements will be an advantage. Promote a culture of professionalism, accountability, confidentiality, teamwork and continuous improvement.

Ability to work in a start-up environment and build systems from scratch.

Monthly Salary: N500,000 / Month HMO + Pension.
