Widows and Orphans Empowerment Organisation (WEWE), a non-profit organisation headquartered in Abuja, has received grant funding the Fund for African Private Sector Assistance (FAPA), through the African Development Bank (AfDB), to implement the Horticultural Supply Chain for Smallholder Farmers (HORTISUN) Project in Kaduna State, Nigeria. The project seeks to enhance the competitiveness, resilience and inclusiveness of Nigeriaâs horticulture sector, with particular emphasis on the tomato value chain in Kaduna State. Specifically, HORTISUN aims to increase productivity, reduce post-harvest losses and promote sustainable agribusiness models through youth- and women-led micro, small and medium-sized enterprises (MSMEs). Using a Market Systems Development (MSD) approach, the project will work with relevant market actors and leverage the capacities of MSMEs to achieve sustainable impact, scalability and replication. The project will be implemented over a period of 24 months, from September 2026 to August 2028.
The Finance and Administration Officer will ensure sound financial management, accounting, and administrative systems to guarantee transparency, efficiency, and compliance with AfDB/FAPA and WEWE policies. The officer will ensure effective financial management, reporting, and administrative oversight for the HORTISUN project, enabling efficient use of resources and compliance with AfDB/FAPA and WEWE standards. He/She will report to the Project Coordinator
Key Responsibilities and Tasks
Overall - To ensure sound financial management, compliance, and reporting. Financial Planning and Budgeting: Develop, monitor, and update project budgets; provide forecasts and financial projections. Accounting and Record-Keeping: Maintain accurate financial records, track expenditures, and ensure proper documentation. Financial Reporting: Prepare monthly, quarterly, and annual financial statements in line with donor requirements. Compliance and Internal Controls: Implement internal controls; ensure all financial transactions adhere to AfDB/FAPA and WEWE guidelines. Cash Flow Management: Monitor project cash flow and ensure timely disbursement of funds to staff, vendors, and partners. Procurement and Payment Oversight: Review procurement financials; approve payments in line with established procedures. Audit and Accountability: Support internal and external audits; implement corrective measures as recommended. Transparency and Advisory Support: Keep records, ensure compliance, and advise management on financial risks and opportunities.
Deliverables
Approved budgets and financial plans. Monthly, quarterly, and annual financial reports. Records and documentation for audits. Reports on financial compliance and internal control assessments.
Qualifications and Experience
Degree in Accounting, Finance, or Business Administration; professional certification (ACCA, ICAN, CPA) is an advantage. Minimum of 4 yearsâ experience managing finances in donor-funded development projects. Knowledge of AfDB, FAPA, or multilateral donor financial regulations. Excellent analytical, reporting, and organizational skills. High integrity and attention to detail.
