Position Overview
The Assistant Manager EHS for Base and District Operations is tasked with managing and executing Environmental, Health, and Safety (EHS) initiatives and guidelines for the company's Port Harcourt base and district activities. This role encompasses ensuring the secure transport of staff, equipment, and materials across terrestrial, maritime, and aerial routes. The position holder is responsible for maintaining adherence to regulatory standards, industry benchmarks, and organizational policies.
Qualifications and Experience
Essential: Bachelor's degree in Chemical, Mechanical, Process Engineering, or a related discipline
Preferred: Advanced degree in a pertinent field
Minimum of 10 years' experience in base safety operations, ideally within the oil and gas sector
Proven track record in risk management, emergency response, monitoring, and compliance reporting
Affiliation with relevant professional organizations (such as ISPON, NES, IOSH, COREN, MNSE, IIRSM, etc.)
Comprehensive understanding of process safety management systems, regulations, and industry norms (e.g., OSHA, API, ISO)
NEBOSH International General Certificate in Occupational Health and Safety
ISO 45001 and 14001 Lead Auditor Certifications are advantageous
Candidates with a NEBOSH International Diploma in Occupational Health and Safety will be given preference
In-depth knowledge of Nigerian and global EHS regulations and standards
Excellent verbal and written communication abilities
Proficiency in administrative tasks, including competence in common MS Office applications (Word, Excel, PowerPoint, etc.)
Key Responsibilities
Formulate, implement, and maintain EHS protocols specific to Port Harcourt base operations
Ensure consistency with corporate EHS policies, regulatory requirements, and industry benchmarks
Organize and conduct regular EHS awareness initiatives to cultivate a safety-centric culture
Conduct thorough investigations of EHS incidents in Port Harcourt base operations, including transport-related events, near-misses, and accidents, identifying root causes and implementing corrective measures
Work in tandem with cross-functional teams to develop and execute risk mitigation strategies
Conceptualize, implement, and oversee transport safety plans, procedures, and standards to ensure compliance with regulatory mandates and company policies
Recognize, evaluate, and mitigate transport-related hazards and risks, guaranteeing the safe execution of all transport operations
Ensure strict adherence to relevant laws, regulations, and industry norms governing land, sea, and air transportation
Manage the selection, assessment, and oversight of transport contractors and service providers, ensuring their alignment with company EHS standards
Create and deliver comprehensive training programs for transport personnel, contractors, and stakeholders on EHS issues, procedures, and best practices
Monitor and analyze transport-related EHS performance metrics, providing regular updates to management and proposing improvement initiatives
Liaise with internal stakeholders (e.g., Operations, Maintenance, and Logistics), regulatory bodies, and industry partners to exchange best practices and ensure alignment with industry standards
Track and evaluate EHS performance metrics for Port Harcourt base operations, reporting findings to Corporate EHS
Oversee the development, implementation, and maintenance of base safety procedures
Nurture a robust EHS culture by engaging with teams, contractors, and community stakeholders, promoting accountability and proactive safety measures
Prepare for regulatory inspections and manage relationships with relevant government agencies and industry organizations
Monitor and ensure closure of HSE action items, including those arising from internal and external audit findings
Perform regular audits, inspections, and reviews of base operations to identify opportunities for continuous improvement in EHS performance
Devise and execute the HSE strategy for the operational base, aligning with corporate objectives, IOC standards, and regulatory requirements
Establish and monitor performance indicators to measure HSE effectiveness and drive ongoing improvement
Ensure full compliance with local, national, and international HSE regulations (e.g., ISO 39001, ISO 14001, ISO 45001) and IOC policies
Champion a strong EHS culture through ongoing education and awareness initiatives
Supervise and ensure the EHS performance of contractors and suppliers operating at the Port Harcourt base, ensuring their adherence to the company's EHS policies and procedures
Provide mentorship and guidance to Base EHS Officers and teams, enhancing their technical and leadership capabilities
Manage environmental programs, including waste management, emissions monitoring, and spill response, ensuring alignment with sustainability goals and regulatory requirements
Spearhead initiatives to reduce the base's environmental impact, including energy efficiency and pollution control measures
Drive the adoption of HSE innovations and best practices, leveraging industry trends and technological advancements to enhance safety performance
Foster a culture of continuous learning by reviewing lessons from internal and external incidents and implementing improvements
Undertake any additional duties assigned by the Safety Manager

Superior analytical, problem-solving, and decision-making abilities
Demonstrated leadership, communication, and team management capabilities
Capacity to manage and prioritize multiple tasks under pressure
Proficiency in risk assessment methodologies and tools
Expertise in contractor EHS management
